85.8% of Japan's game developers now use generative AI

CESA's first survey on the subject finds 85.8% of Japanese game developers use generative AI on the job, with 63% using it every day.

More than eight in ten game developers in Japan now use generative AI at work. CESA, the industry body behind Tokyo Game Show, says 85.8% of the developers it surveyed use the technology in their jobs, and 63% of them reach for it every single day.

The figure comes from CESA Game Industry Report 2026, a preview edition of which was published on 17 September to coincide with the opening day of Tokyo Game Show 2026 at Makuhari Messe. It is the first time the association has asked developers and its member companies directly about generative AI, and the answers describe an industry that has already made up its mind.

What CESA actually asked

The report draws on two surveys that CESA ran this year. The first, the 2026 CESA Member Company Survey, went to the association's 220 members as of June 2026 and drew 48 valid responses to the generative AI questions, gathered by questionnaire between June and July. The second, Employment and Career Development of Game Developers 2026, was an online survey run from May to August and collected 1,349 valid responses from people working in commercial game development — producers, directors, engineers, artists, technical artists, sound creators, designers, QA and testers, and studio management — alongside answers from educators and students.

On the developer side, 63.0% said they use generative AI daily and a further 22.8% said they use it occasionally, which adds up to the 85.8% headline. Another 8.6% are trialling or evaluating it, 4.8% have never used it and 0.7% have used it and stopped. In other words, a technology that was a novelty two years ago is now an ordinary part of the working week for most of the people building games in Japan.

Productivity, not novelty, is the prize

Asked what they hope to get out of generative AI, member companies put operational efficiency and productivity first: 38 of the 48 respondents picked it. Shorter development periods came next on 30, followed by cutting development and operating costs on 29. Studies were allowed more than one answer, and the rest of the list is revealing in its own right — 24 companies expect help with multilingual support and overseas expansion, 22 want new forms of expression and fresh ideas, 21 are after better content and service quality, and 20 see AI as a way to cope with staff shortages. Only two said they expect nothing in particular.

That ordering matters. Studios are not describing a machine that writes their games for them. They are describing a tool that shortens the tedious stretches — localisation, iteration, scaffolding, the production work that eats calendar time without adding a single idea to the finished thing.

Human oversight is the house rule

The most common safeguard CESA found is human confirmation, correction and supervision of whatever the AI produces. Alongside that, companies said they specify or restrict which tools staff may use, and they avoid shipping generated output as-is. It is a deliberately conservative posture, and it lines up with the industry's public anxieties about copyright, credit and provenance.

Tsutomu Masuda, CESA's executive director, said the result shows generative AI is being adopted widely and steadily on the development floor, but he paired that with a warning about copyright and other rights questions that the industry has yet to settle. His framing is that games should keep being made with people at the centre, using the new tools while protecting rights, and that working out that balance is the important question for the sector from here.

The preview edition is not for sale and was handed to press at Tokyo Game Show, which runs at Makuhari Messe from 17 to 21 September. The full CESA Game Industry Report 2026 goes on sale in early December at ¥55,000 for the print or CD-ROM edition, and runs to about 460 pages.

Our opinion

The number worth pausing on is not 85.8%. It is 63%. The gap between "has tried it" and "uses it every day" is where a novelty turns into a habit, and two thirds of Japanese developers have already crossed it. That is a workforce that has quietly reorganised around a new tool while the argument about whether it belongs in games is still happening in public.

The more interesting half of the report is the bit nobody will quote: the guardrails. Human review as standard practice, restricted tool lists, a refusal to ship raw output. Read alongside Masuda's comments about copyright, it looks less like enthusiasm and more like a trade being pragmatic about a technology it cannot currently ignore but does not yet fully trust. That is a more honest position than either the hype or the panic, and it is probably the one the rest of the industry will end up copying.
